Stat. tit. 10A, § 10A-2-7-302","heading":"Division of Advocate Defender - Advocate General -","body":"Duties and responsibilities.\n\nA. There is hereby established within the Office of Juvenile\n\nAffairs the Division of Advocate Defender which will be separate and\n\napart from the Office of General Counsel. The administrative\n\nofficer of the Division of Advocate Defender shall be the Advocate\n\nGeneral, who shall be an attorney with a minimum of three (3) years\n\nof experience as an attorney. The Executive Director of the Office\n\nof Juvenile Affairs shall employ such other personnel as may be\n\nnecessary to carry out the purposes of this section. Such personnel\n\nmay be dismissed only for cause.\n\nB. The duties and responsibilities of the Advocate General are\n\nas follows:\n\n1. Supervise personnel assigned to children's institutions and\n\nfacilities as student defender/representatives;\n\n2. Monitor and review grievance procedures and hearings;\n\n3. Investigate grievances of juveniles and staff grievances\n\nrelated to juveniles which are not resolved at the facility level;\n\n4. In cooperation with the Executive Director, establish a\n\nsystem for investigating allegations of misconduct by a person\n\nresponsible for a child with regard to any child in the custody of\n\nthe Office of Juvenile Affairs and placed in an Office of Juvenile\n\nAffairs secure juvenile facility;\n\n5. Monitor the system to ensure the appropriate reporting to\n\nthe Department of Human Services of allegations of abuse or neglect\n\nof juveniles who are in the custody of the Office of Juvenile\n\nAffairs and placed in private facilities or facilities operated by\n\nthe Office of Juvenile Affairs;\n\n6. Coordinate any hearings or meetings of administrative review\n\ncommittees conducted as a result of unresolved grievances or as a\n\nresult of investigations;\n\n7. Make recommendations to the Executive Director of the Office\n\nof Juvenile Affairs, and provide regular or special reports\n\nregarding grievance procedures, hearings and investigations to the\n\nExecutive Director of the Office of Juvenile Affairs, the Office of\n\nJuvenile System Oversight and other appropriate persons as\n\nnecessary;\n\n8. Forward to the Office of Juvenile Systems Oversight, for the\n\ninformation of the Executive Director of the Office of Juvenile\n\nSystems Oversight, a copy of the final report of a complaint which\n\nis not resolved, through the system for resolution of grievances\n\nestablished by the Office of Juvenile Affairs, in the favor of the\n\ncomplainant; and\n\n9.
