The Office of Juvenile Affairs shall establish a planning\n\nprocess that provides for collaborative ongoing planning for the\n\ndevelopment of divisional and agency goals and priorities for\n\nservices to children and youth. Said planning process shall be\n\ndeveloped with the assistance of the Policy Analysis Division or\n\nequivalent division within the Office of Juvenile Affairs and the\n\ndepartment and division directors, other state agencies and agencies\n\nwith whom the departments contract to provide services to children\n\nand youth, including designated Youth Services Agencies, and shall\n\nprovide for identification and assessment of needs, establishment of\n\ngoals and priorities, and program implementation and monitoring, in\n\na manner that actively involves all divisions and units within\n\ndivisions.\n\n1. The Office of Juvenile Affairs shall develop a three- to\n\nfive-year plan for children and youth services provided by the\n\nagency. The plan should be regularly reviewed and modified as\n\nnecessary.\n\n2. The Executive Director shall hold each department and\n\ndivision director accountable for the performance of the department\n\nor division in engaging collaboratively in the agency and in\n\ninteragency planning with other state agencies and agencies with\n\nwhom the Office of Juvenile Affairs contracts to provide services to\n\nchildren and youth, including Youth Services Agencies, for programs\n\nand services for children and youth.\n\n3. The director of each division and administrator of each\n\noffice shall actively participate and require the collaborative\n\nparticipation of department and division workers in interagency\n\nplanning and coordination for children and youth services.\n\n4. The director of each division and administrator for each\n\noffice shall hold the administrator of each unit within the\n\ndepartment or division responsible for the collaborative development\n\nand implementation of agency and division goals and priorities\n\nrelated to children and youth.\n\nB. The unit, division, office and agency budget recommendations\n\nof the Office of Juvenile Affairs for services to children and youth\n\nshall be based upon documented needs, and the development of budget\n\nrecommendations and priorities shall be closely integrated with\n\nagency and interagency program planning and management.\n\nC.
