Stat. tit. 10A, § 10A-2-7-310","heading":"Defining services and programs","body":"The Office of Juvenile Affairs shall carefully define its\n\nservices and programs as to their purpose, the population served,\n\nthe needs of the community if the facility, program or service is\n\ncommunity-based, and performance expectations. Planning for new\n\nprograms and services and major modifications to existing ones shall\n\nbe made only after evaluation of their effect on other existing\n\nprograms and services and communication and coordination with other\n\nexisting public and private children and youth service providers in\n\norder to assure successful and cost-effective implementation of the\n\nprogram. An evaluation component that includes monitoring and\n\nevaluation of client outcomes shall be incorporated into all of the\n\nprograms and services of the Office of Juvenile Affairs to children\n\nand youth, whether provided directly by the agency or through a\n\ncontract.\n\n1. All programs and services shall be designed to ensure the\n\naccessibility of the program to the persons served. Provision for\n\ntransportation, child care and similar services necessary in order\n\nto assist persons to access the services shall be made. If the\n\nservice is provided in an office setting, the service shall be\n\navailable during the evening, if necessary. Services may be\n\nprovided in a school setting at the request of or with permission of\n\nthe school.\n\n2. Programs and services shall be targeted to the areas of the\n\nstate having the greatest need for them. The programs and services\n\nshall be designed to meet the needs of the area in which they are\n\nlocated. Programs and services intended for statewide\n\nimplementation shall be implemented first in those areas that have\n\nthe greatest need for them.\n\n3. Requests for proposals developed by the Office of Juvenile\n\nAffairs shall be based upon documented service needs and identified\n\npriorities. The request for proposals shall clearly identify the\n\nprogram or service requirements, the population to be served, and\n\nperformance expectations. The agency shall adopt clear, written\n\nguidelines to ensure uniformity in the management, monitoring and\n\nenforcement of contracts for services.
