Whenever a child who has been adjudicated by the court as a\n\nchild in need of supervision has been committed to the Office of\n\nJuvenile Affairs, the Office may place the child in the home of the\n\nchild, the home of a relative of the child, foster home, group home,\n\ntransitional living program, independent living program, community-\n\nbased setting, rehabilitative facility or child care facility under\n\nthe operation of or licensure of the state, or in a state school for\n\nindividuals with intellectual disabilities if eligible for admission\n\nthereto. No child in need of supervision shall be placed in an\n\nOffice-operated institution, other than a rehabilitative facility.\n\nB. The Office of Juvenile Affairs may establish and maintain\n\none or more rehabilitative facilities to be used exclusively for the\n\ncustody of children in need of supervision. Each such facility\n\nshall be, primarily, a nonsecure facility having as its primary\n\npurpose the rehabilitation of children adjudicated to be in need of\n\nsupervision. Such facility shall have a bed capacity for no more\n\nthan twenty children, and shall minimize the institutional\n\natmosphere and prepare the child for reintegration into the\n\ncommunity. Provided however, that such facility may be designed and\n\noperated as a secure facility used exclusively for children in need\n\nof supervision whom the court has specifically found to be so\n\nunmanageable, ungovernable and antisocial that no other reasonable\n\nalternative exists for treatment or restraint other than placement\n\nin such a secure facility. Such facility shall not rely on locked\n\nrooms, fences, or physical restraints.\n\nC.
