The Office of Juvenile Affairs shall establish a program of\n\nfoster care for children in the custody of the Office of Juvenile\n\nAffairs, and in implementing the program of foster care, shall:\n\n1. Recruit foster families for children in the custody of the\n\nOffice of Juvenile Affairs;\n\n2. Contract with foster parents and child-placing agencies to\n\nprovide foster care services to children within the custody of the\n\nOffice of Juvenile Affairs;\n\n3. Exercise supervision over all foster placements with whom\n\nthe Office of Juvenile Affairs has a contract for foster care\n\nservices;\n\n4. Establish rules and standards for providing foster care\n\nservices in addition to those required by the Oklahoma Child Care\n\nFacilities Licensing Act;\n\n5. Require initial and ongoing foster parent training and\n\neducation programs; and\n\n6. Establish a grievance procedure in accordance with rules\n\npromulgated by the Board of Juvenile Affairs, including a statement\n\nof foster parent rights, for foster parents with whom the Office of\n\nJuvenile Affairs contracts.\n\nB.
