For the purposes of establishing and operating a charter\n\nschool, pursuant to the provisions of Section 3-130 et seq. of Title\n\n70 of the Oklahoma Statutes, the Board of Juvenile Affairs may serve\n\nas the governing body of the charter school and may take any action\n\nnecessary to serve in such capacity and in accordance with rules of\n\nthe State Board of Education. The Board of Juvenile Affairs may\n\npromulgate rules as necessary for the establishment and operation of\n\nsuch charter school and shall establish policies and provide\n\noversight for any such charter school.\n\nB. The Executive Director of the Office of Juvenile Affairs\n\nshall provide for the administration and operation of any charter\n\nschool established and operated by the Office of Juvenile Affairs.\n\nC. The Executive Director of the Office of Juvenile Affairs may\n\nemploy instructional and administrative personnel necessary for the\n\noperation of a charter school and may contract with such personnel\n\nfor the terms and conditions of their employment or for the services\n\nprovided. Instructional and administrative personnel employed by\n\nthe Office of Juvenile Affairs shall be in the unclassified service.\n\nSuch personnel shall be eligible for membership or participation in\n\nthe Teachers' Retirement System of Oklahoma.\n\nD. To implement the provisions of this section, the Office of\n\nManagement and Enterprise Services shall have the authority to\n\nexempt the Office of Juvenile Affairs from specific statutes that\n\nare in conflict with requirements of operating a charter school.\n\nThe Office of Management and Enterprise Services shall take any\n\naction necessary to assist the Office of Juvenile Affairs in\n\noperating a charter school, including but not limited to:\n\n1. Establishing a special agency account; and\n\n2.
