It is the intent of the State of Oklahoma for the Office of\n\nJuvenile Affairs (OJA) to plan, develop, redevelop and occupy campus\n\nmodifications to serve Oklahoma youth in need of secure care and\n\nspecialty residential services. In furtherance of this intent, OJA\n\nshall plan and execute a construction strategy through a best-value\n\nanalysis of two financing sources. The Office of Management and\n\nEnterprise Services (OMES) and the Commissioners of the Land Office\n\n(CLO) are authorized to assist OJA in assessing the best option and\n\nproceeding with necessary steps. OJA is authorized to pursue one of\n\nthese two options based upon the input from the OJA governing board,\n\nOMES and the CLO.\n\nB. The option that is determined to be best value for the State\n\nof Oklahoma pursuant to subsection C of this section will be\n\nselected and the authorization for the other financing strategy\n\nshall not be operative.\n\nC. Not later than March 31, 2018, or one hundred eighty (180)\n\ndays from such date if the provisions of this act become effective\n\nas law later than July 1, 2017, pursuant to recommendations for the\n\nbest-value option agreed upon by a majority vote of the governing\n\nboard of OJA, a majority vote of the Commissioners of the Land\n\nOffice and the agreement of the Director of the Office of Management\n\nand Enterprise Services, a memorandum reflecting the decision of the\n\nparticipating agencies shall be transmitted to the Governor, the\n\nSpeaker of the Oklahoma House of Representatives and the President\n\nPro Tempore of the Oklahoma State Senate. If the best-value option\n\nselected is for the issuance of obligations by the Oklahoma Capitol\n\nImprovement Authority pursuant to the provisions of Section 4 of\n\nthis act, a copy of the signed and executed memorandum shall be\n\ntransmitted to the members of the governing board of the Oklahoma\n\nCapitol Improvement Authority. If the best-value option selected\n\ndoes not require the issuance of obligations by the Oklahoma Capitol\n\nImprovement Authority, the provisions of Section 4 of this act shall\n\nnot be operative and the Oklahoma Capitol Improvement Authority\n\nshall not have the power or legal authority to issue any obligations\n\npursuant to the provisions of Section 4 of this act.","path":["OK Code","Title 10A"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os10A.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"de5e88e80e41588dab17fc84f9a467efce87b66b9a21fc0fcee3795d87b591e0","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-10a-10a-2-7-617","next":"us-ok/okla.-stat.-tit.-10a-10a-2-7-619"},"notice":"GroundRules: Original legal text.
