The Office of Juvenile Affairs shall establish procedures\n\nand criteria for selecting and implementing program models and\n\nawarding contracts. The Board of Juvenile Affairs shall promulgate\n\nrules as necessary for the implementation of the Delinquency and\n\nYouth Gang Intervention and Prevention Act.\n\nB. In order to be eligible for a contract in an at-risk\n\nneighborhood or community, as defined by Section 2-7-702 of this\n\ntitle, pursuant to the Delinquency and Youth Gang Intervention and\n\nPrevention Act the contract shall, at minimum:\n\n1. Be made by an individual or organization, a neighborhood or\n\ncommunity organization, a municipality or county or a municipal or\n\ncounty agency from the at-risk neighborhood or community. If a\n\nschool or local law enforcement agency is not a participant in the\n\ncontract, the contract shall document and describe the active\n\nparticipation in and support of either the local school or local law\n\nenforcement agency in the program and activities for which the\n\ncontract is submitted;\n\n2. Be a program or activity for children at highest risk of\n\ninvolvement in gangs or delinquent behaviors, as defined by Section\n\n2-7-702 of this title, and their family members;\n\n3. Describe the respective roles and responsibilities for the\n\nadministration and operation of the program and activities,\n\nincluding but not limited to the designation of the entity\n\nresponsible for the receipt and expenditure of any funds awarded\n\npursuant to the Delinquency and Youth Gang Intervention and\n\nPrevention Act;\n\n4. Specifically identify the at-risk neighborhood or community\n\nwhere the programs and activities will be implemented and provide\n\neither statistical information concerning the at-risk area or a\n\nletter of support from a local school or local law enforcement\n\nagency;\n\n5. Describe how the program will coordinate and cooperate with\n\nprograms and services administered by the Office of Juvenile\n\nAffairs, the Department of Human Services, the State Department of\n\nEducation, and other state or local agencies, such as law\n\nenforcement, courts and other agencies within the juvenile, children\n\nand youth service system; and\n\n6. Provide the program and activities on-site in a school,\n\ncommunity center, or other similar location within the identified\n\nat-risk neighborhood or community.\n\nC. In order to be eligible for training or continuing education\n\ncontracts or any other contracts pursuant to the Delinquency and\n\nYouth Gang Intervention and Prevention Act, the contract shall, at a\n\nminimum:\n\n1. Describe the respective roles and responsibilities for the\n\nadministration and operation of the training or activity, including\n\nbut not limited to, the designation of the entity responsible for\n\nthe receipt and expenditure of any funds awarded pursuant to the\n\nDelinquency and Youth Gang Intervention and Prevention Act; and\n\n2. Describe how the training or activity will coordinate and\n\ncooperate with existing programs and services administered by the\n\nOffice of Juvenile Affairs, the Department of Human Services, the\n\nState Department of Education, and other state or local agencies,\n\nsuch as law enforcement, courts and other agencies within the\n\njuvenile, children and youth service system.\n\nD. Each entity receiving a contract pursuant to the Delinquency\n\nand Youth Gang Intervention and Prevention Act shall work with local\n\ncommunity leaders, neighborhood associations, direct service\n\nproviders, local school officials, law enforcement and other\n\nstakeholders to create a local youth and gang violence coordinating\n\ncouncil to help facilitate the implementation of the program. The\n\nentity shall also submit an annual evaluation report to the Office\n\nof Juvenile Affairs, by a date subsequent to the end of the contract\n\nperiod as established by the Office, documenting the extent to which\n\nthe program objectives were met and any other information required\nrs to create a local youth and gang violence coordinating\n\ncouncil to help facilitate the implementation of the program.
