Stat. tit. 10A, § 10A-2-7-705","heading":"Responsibility for implementation and evaluation of","body":"act – Contracts with eligible entities – Outcome-based performance\n\nreports.\n\nA. The Office of Juvenile Affairs shall have the responsibility\n\nfor implementation and evaluation of the Delinquency and Youth Gang\n\nIntervention and Prevention Act and any modifications thereto.\n\nB. Any contract executed by the Office of Juvenile Affairs with\n\nan eligible entity on and after the effective date of this act for\n\ndelinquency prevention and early intervention programs, subject to\n\nthe Delinquency and Youth Gang Intervention and Prevention Act,\n\nshall require the eligible entity to prepare and submit to the\n\nOffice, in a manner prescribed by the Office, an outcome-based\n\nperformance report including, but not limited to, the following:\n\n1. A description of the target population, service eligibility\n\ncriteria, and risk factors;\n\n2. A description of program services, the number of clients\n\nreferred each year, the number of clients served each year, and the\n\nnumber of clients discharged each year;\n\n3. The average cost per client participating in program\n\nservices each year; and\n\n4. Performance measures referencing service completion and\n\nrecidivism which employ uniform definitions developed by the Office.\n\nC. The Office of Juvenile Affairs shall submit to the Speaker\n\nof the House of Representatives, the President Pro Tempore of the\n\nSenate, and the Governor by January 15 of each year, an annual\n\nreport, including a summary detailing the following information\n\nderived from the outcome-based performance reports submitted by the\n\neligible entities pursuant to the provisions of subsection A of this\n\nsection and other information available to the Office:\n\n1. Total amount of funds per state fiscal year expended for the\n\ndelinquency prevention programs subject to the Delinquency and Youth\n\nGang Intervention and Prevention Act;\n\n2. Average expenditures per juvenile during the most recent\n\nstate fiscal year;\n\n3. Analyses of the nature and effectiveness of gang-related\n\ndelinquency prevention and early intervention programs provided by\n\neligible entities pursuant to contracts;\n\n4. Effectiveness of each of the programs provided by the\n\neligible entities;\n\n5. Recommendations regarding distribution of the funds based\n\nupon the effectiveness of the programs provided by the eligible\n\nentities; and\n\n6.
