Stat. tit. 10A, § 10A-2-9-108","heading":"Interstate Commission - Oversight, enforcement and","body":"dispute resolution.\n\nARTICLE VII\n\nOVERSIGHT, ENFORCEMENT AND DISPUTE\n\nRESOLUTION BY THE INTERSTATE COMMISSION\n\nA. Oversight.\n\n1. The Interstate Commission shall oversee the administration\n\nand operations of the interstate movement of juveniles subject to\n\nthis compact in the compacting states and shall monitor such\n\nactivities being administered in noncompacting states which may\n\nsignificantly affect compacting states.\n\n2. The courts and executive agencies in each compacting state\n\nshall enforce this compact and shall take all actions necessary and\n\nappropriate to effectuate the compact’s purposes and intent. The\n\nprovisions of this compact and the rules promulgated hereunder shall\n\nbe received by all the judges, public officers, commissions, and\n\ndepartments of the state government as evidence of the authorized\n\nstatute and administrative rules. All courts shall take judicial\n\nnotice of the compact and the rules. In any judicial or\n\nadministrative proceeding in a compacting state pertaining to the\n\nsubject matter of this compact which may affect the powers,\n\nresponsibilities or actions of the Interstate Commission, it shall\n\nbe entitled to receive all service of process in any such\n\nproceeding, and shall have standing to intervene in the proceeding\n\nfor all purposes.\n\nB. Dispute resolution.\n\n1. The compacting states shall report to the Interstate\n\nCommission on all issues and activities necessary for the\n\nadministration of the compact as well as issues and activities\n\npertaining to compliance with the provisions of the compact and its\n\nbylaws and rules.\n\n2. The Interstate Commission shall attempt, upon the request of\n\na compacting state, to resolve any disputes or other issues which\n\nare subject to the compact and which may arise among compacting\n\nstates and between compacting and noncompacting states. The\n\nInterstate Commission shall promulgate a rule providing for both\n\nmediation and binding dispute resolution for disputes among the\n\ncompacting states.\n\n3.
