Stat. tit. 10A, § 10A-2-9-111","heading":"Compacting states - Effective date - Amendment","body":"ARTICLE X\n\nCOMPACTING STATES, EFFECTIVE DATE AND AMENDMENT\n\nA. Any state, the District of Columbia (or its designee), the\n\nCommonwealth of Puerto Rico, the U.S. Virgin Islands, Guam, American\n\nSamoa, and the Northern Marianas Islands as defined in Article II of\n\nthis compact is eligible to become a compacting state.\n\nB. The compact shall become effective and binding upon\n\nlegislative enactment of the compact into law by no less than\n\nthirty-five of the states. The initial effective date shall be the\n\nlater of July 1, 2004, or upon enactment into law by the thirty-\n\nfifth jurisdiction. Thereafter it shall become effective and\n\nbinding as to any other compacting state upon enactment of the\n\ncompact into law by that state. The governors of nonmember states\n\nor their designees shall be invited to participate in the activities\n\nof the Interstate Commission on a nonvoting basis prior to adoption\n\nof the compact by all states and territories of the United States.\n\nC. The Interstate Commission may propose amendments to the\n\ncompact for enactment by the compacting states.
