Pursuant to the provisions set forth in Article IX of the\n\nInterstate Compact for Juveniles Act, Section 2-9-110 of Title 10A\n\nof the Oklahoma Statutes, there is hereby created the \"State Council\n\nfor Interstate Juvenile Supervision\". The State Council for\n\nInterstate Juvenile Supervision shall consist of eleven (11) members\n\nas follows:\n\n1. One member shall be the Compact Administrator of the\n\nInterstate Compact for Juveniles;\n\n2. Two members shall be presiding judges of a court having\n\njuvenile law jurisdiction to be appointed by the President of the\n\nOklahoma Judicial Conference;\n\n3. One member who is an employee of the Office of Juvenile\n\nAffairs to be appointed by the Executive Director of the Office of\n\nJuvenile Affairs;\n\n4. One member who is an employee of the Department of Human\n\nServices to be appointed by the Director of Human Services;\n\n5. One member of the Oklahoma House of Representatives to be\n\nappointed by the Speaker of the House of Representatives;\n\n6. One member of the Oklahoma State Senate to be appointed by\n\nthe President Pro Tempore of the State Senate;\n\n7. One member representing an Oklahoma nonprofit victims\n\norganization to be appointed by the President Pro Tempore of the\n\nState Senate;\n\n8. One member who is a district attorney or assistant district\n\nattorney who has experience in juvenile cases to be appointed by the\n\nExecutive Coordinator of the District Attorneys Council;\n\n9. One member who is a licensed, practicing attorney that\n\nregularly represents juveniles charged with crimes or delinquent\n\nacts to be appointed by the Executive Director of the Oklahoma Bar\n\nAssociation; and\n\n10. One member representing an Oklahoma nonprofit youth\n\nservices organization to be appointed by the Speaker of the House of\n\nRepresentatives.\n\nB. Appointments to the state council shall be made by July 1,\n\n2013. Members shall serve at the pleasure of their appointing\n\nauthorities. Members appointed to the state council shall serve for\n\nterms of three (3) years. Any vacancies and unexpired terms shall\n\nbe filled in the same manner as the original appointment and within\n\nsixty (60) days of the vacancy.\n\nC. The state council may meet quarterly and at such other times\n\nas may be set by the Compact Administrator. The Compact\n\nAdministrator or designee shall preside at all meetings of the state\n\ncouncil. A majority of the members present at a meeting shall\n\nconstitute a quorum to transact business and a majority present may\n\nact for the state council.\n\nD. Members of the state council shall receive no compensation\n\nfor their service, but may be reimbursed by their appointing\n\nauthorities for their actual and necessary travel expenses.\n\nE. The State Council for Interstate Juvenile Supervision shall\n\nadvise and may exercise oversight and advocacy concerning the\n\nparticipation of Oklahoma in Interstate Commission activities and\n\nother duties including, but not limited to, development of policy\n\nconcerning operations and procedures of the Interstate Compact for\n\nJuveniles in this state.\n\nF.
