Stat. tit. 11, § 11-10-106","heading":"Powers vested in council - Designated powers","body":"All powers of a statutory council-manager city, including the\n\ndetermination of matters of policy, shall be vested in the council.\n\nWithout limitation of the foregoing, the council may:\n\n1. Appoint and remove the city manager as provided by law;\n\n2. Enact municipal legislation subject to limitations as may\n\nnow or hereafter be imposed by the Oklahoma Constitution and law;\n\n3. Raise revenue, make appropriations, regulate salaries and\n\nwages, and all other fiscal affairs of the city, subject to such\n\nlimitations as may now or hereafter be imposed by the Oklahoma\n\nConstitution and law;\n\n4. Inquire into the conduct of any office, department or agency\n\nof the city, and investigate municipal affairs, or authorize and\n\nprovide for such inquiries;\n\n5. Appoint or elect and remove its own subordinates, members of\n\ncommissions and boards and other quasi-legislative or quasi-judicial\n\nofficers as provided by law, or prescribe the method of appointing\n\nor electing and removing them;\n\n6. Create, change and abolish offices, departments and agencies\n\nother than those established by law, and assign additional functions\n\nand duties to offices, departments and agencies established by this\n\narticle; and\n\n7.
