Stat. tit. 11, § 11-10-113","heading":"City manager - Duties","body":"The city manager shall be the chief executive officer and head\n\nof the administrative branch of the city government. He shall\n\nexecute the laws and administer the government of the city, and\n\nshall be responsible therefor to the council. He shall:\n\n1. Appoint, and when necessary for the good of the service,\n\nremove, demote, lay off or suspend all heads of administrative\n\ndepartments and other administrative officers and employees of the\n\ncity except as otherwise provided by law. The manager or the\n\ncouncil by ordinance may authorize the head of a department, office\n\nor agency to appoint and remove the subordinates in such department,\n\noffice or agency;\n\n2. Supervise and control all administrative departments,\n\nofficers and agencies;\n\n3. Prepare a budget annually and submit it to the council and\n\nbe responsible for the administration of the budget after it goes\n\ninto effect; and recommend to the council any changes in the budget\n\nwhich he deems desirable;\n\n4. Submit to the council a report after the end of the fiscal\n\nyear on the finances and administrative activities of the city for\n\nthe preceding year;\n\n5. Keep the council advised of the financial condition and\n\nfuture needs of the city, and make recommendations as he deems\n\ndesirable; and\n\n6.
