The mayor shall preside at meetings of the council and shall\n\ncertify to the correct enrollment of all ordinances and resolutions\n\npassed by it. As councilmember at large, he shall have all the\n\npowers, rights, privileges, duties and responsibilities of a\n\ncouncilmember, including the right to vote on questions.\n\nB. The council may elect any councilmember to preside as\n\ntemporary president of the council whenever it deems that the mayor\n\nhas a personal interest in a matter under consideration, or it deems\n\nthat the mayor is not properly performing his duties as presiding\n\nofficer.
