Stat. tit. 11, § 11-11-108","heading":"Powers vested in council - Designated powers","body":"Except as otherwise provided in this article, all powers of a\n\nstatutory strong-mayor-council city, including the determination of\n\nall matters of policy, shall be vested in the council. Without\n\nlimitation of the foregoing, the council may:\n\n1. Enact municipal legislation suject to such limitations as\n\nmay now or hereafter be imposed by the Oklahoma Constitution and\n\nlaw;\n\n2. Raise revenue, make appropriations, regulate salaries and\n\nwages, and all other fiscal affairs of the city, subject to such\n\nlimitations as may now or hereafter be imposed by the Oklahoma\n\nConstitution and law;\n\n3. Inquire into the conduct of any office, department or agency\n\nof the city, and investigate municipal affairs, or to authorize and\n\nprovide for such inquiries and investigations;\n\n4. Appoint or elect and remove its own subordinates, members of\n\ncommissions and boards, and other quasi-legislative, quasi-judicial\n\nor advisory officers and authorities as provided by law, or\n\nprescribe the method of appointing or electing and removing them;\n\nand\n\n5.
