The mayor, subject to any regulations which the council may\n\nprescribe, shall contract for, purchase, or issue purchase\n\nauthorizations for all supplies, materials and equipment for\n\noffices, departments and agencies of the city government. Every\n\ncontract or purchase exceeding an amount to be established by\n\nordinance shall require the prior approval of the council. The\n\nmayor may also sell or transfer to or between offices, departments\n\nand agencies, surplus or obsolete supplies, materials and equipment,\n\nsubject to regulations as the council may prescribe.\n\nB. The council by ordinance may prescribe requirements and\n\nprocedures for competitive bidding. Notice and opportunity for\n\ncompetitive bidding, in accordance with regulations as the council\n\nmay prescribe, shall then be given before a purchase or contract for\n\nsupplies, materials or equipment is made. The council shall not\n\nexempt a particular contract, purchase or sale from the requirement\n\nof competitive bidding.\n\nC.
