Stat. tit. 11, § 11-11-118","heading":"Appointments and removals - Personnel department","body":"\n\nAppointments and promotions in the service of a statutory\n\nstrong-mayor-council city shall be made solely on the basis of merit\n\nand fitness; and removals, demotions, suspensions and layoffs shall\n\nbe made solely for the good of the service. The council by\n\nordinance may establish a merit system and provide for its\n\norganization and functioning, and provide for personnel\n\nadministration and regulations of personnel matters. If and when\n\nthe council establishes a merit system, it shall create a personnel\n\ndepartment, the head of which shall be a personnel director\n\nappointed by the mayor for an indefinite term.
