Stat. tit. 11, § 11-11-121","heading":"Classified and unclassified service","body":"All officers and employees of a statutory strong-mayor-council\n\ncity shall be divided into the classified and the unclassified\n\nservice. The unclassified service shall consist of:\n\n1. The mayor and councilmembers, one secretary of the mayor, if\n\nany, the municipal judge, and one clerk or secretary of the\n\nmunicipal court, if any;\n\n2. All personnel appointed, elected or confirmed by the\n\ncouncil;\n\n3. Members and secretaries of boards, commissions and other\n\nplural authorities; 4. All personnel who serve without\n\ncompensation; and\n\n5.
