No officer or employee in the classified service of a\n\nstatutory strong-mayor-council city may actively influence, or\n\nactively attempt to influence, or work actively for, the nomination,\n\nelection or defeat of any candidate for mayor or councilmember; but\n\nthis shall not prohibit the ordinary exercise of one's right as a\n\ncitizen to express his opinions and to vote. An officer or employee\n\nwho violates this section shall be removed from office or position\n\neither by the authority normally having power to remove him, or,\n\nafter adequate opportunity for a public hearing, by the personnel\n\nboard. An officer or employee who violates this section shall not\n\nhold any office or position in the city government for a period of\n\nfour (4) years thereafter.\n\nB. A qualified elector of the city may bring an alleged\n\nviolation of this section before the personnel board for\n\nconsideration and determination. Alleged violations shall be made\n\nin the form of a sworn complaint charging an officer or employee\n\nwith such violation. The complaint shall be filed with the\n\nsecretary or chairman of the personnel board and shall be\n\naccompanied by a deposit of Twenty Dollars ($20.00) for payment of\n\ncosts.
