Stat. tit. 11, § 11-12-114","heading":"Appointments and removals","body":"Appointments and promotions in the service of a statutory town\n\nboard of trustees government shall be made solely on the basis of\n\nmerit and fitness; and removals, demotions, suspensions, and layoffs\n\nshall be made solely for the good of the service. The board by\n\nordinance may establish a merit system and provide for its\n\norganization and functioning, and provide for personnel\n\nadministration and regulation of personnel matters.
