Stat. tit. 11, § 11-13-103","heading":"Election on question and board of freeholders","body":"The election on the question and board of freeholders shall be\n\nheld at a general or special election to be held in the municipality\n\nwithin thirty (30) days after the order calling for the election.\n\nNotice of the election shall be given in the manner required for\n\nmunicipal elections. The question submitted to the registered\n\nvoters of the municipality shall be substantially in the following\n\nform:\n\nShall the _____ (City or Town) of _______ frame a charter for\n\nits own government?\n\n( ) Yes.\n\n( ) No.\n\nThe board of freeholders, which is to be voted on in the same\n\nelection, shall consist of two qualified electors from each ward in\n\nthe municipality. The freeholders shall be elected by the\n\nregistered voters of the respective wards. The two candidates\n\nreceiving the highest number of votes in each ward shall be elected\n\nas members of the board of freeholders.
