Stat. tit. 11, § 11-13-105","heading":"Preparation of charter","body":"The board of freeholders shall prepare a charter for the\n\nmunicipality within ninety (90) days after their election. The\n\ncharter shall be consistent with and subject to the Oklahoma\n\nConstitution and shall not be in conflict with the Constitution and\n\nlaws relating to the exercise of initiative and referendum.\n\nThe proposed charter shall be signed in duplicate by at least a\n\nmajority of the freeholders.
