Stat. tit. 11, § 11-13-111","heading":"Charter amendments - Procedure","body":"Amendments to a municipal charter may be proposed by:\n\n1. An initiative petition, signed by a number of the registered\n\nvoters residing in the municipality equal to at least twenty-five\n\npercent (25%) of the total number of votes cast at the preceding\n\ngeneral election. Charter amendments proposed by initiative\n\npetition shall be governed in all respects by the provisions of\n\nSections 15-101 through 15-110 of this title; or\n\n2. A resolution of the municipal governing body. Notice of\n\ncharter amendments proposed by resolution and the election on them\n\nshall be in the same manner provided for adoption of municipal\n\ncharters as set forth in Sections 13-106 and 13-107 of this title,\n\nexcept that only the article that contains the proposed charter\n\namendments needs to be published and considered pursuant to those\n\nsections.\n\nIf a majority of the votes cast in the election on the charter\n\namendments, as certified by the secretary of the county election\n\nboard, are in favor of adopting the proposed amendments to the\n\ncharter, the charter shall be so amended, certified and\n\nauthenticated by the mayor, and submitted to the Governor for\n\napproval. The Governor shall approve the charter amendments if they\n\nare not in conflict with the Constitution and laws of Oklahoma.\n\nUpon approval, the charter as amended shall become the organic law\n\nof the municipality and supersede any existing charter and all\n\nordinances in conflict with it.
