Except as otherwise provided in this act, Section 16-301 et\n\nseq. of this title, all municipalities with fewer than two thousand\n\n(2,000) residents, according to the latest Federal Decennial Census,\n\nthat are not governed by charter, shall elect officers and consider\n\nquestions raised by initiative or referendum, pursuant to Section\n\n15-101 et seq. of this title, at biennial town meetings or special\n\ntown meetings of the voters of each municipality as provided in this\n\nact. Provided, that a municipality of fewer than two thousand\n\n(2,000) residents may at any time adopt an ordinance requiring that\n\nits officers shall be elected and initiative and referendum\n\nquestions shall be decided only through elections conducted by the\n\ncounty election board pursuant to Section 16-101 et seq. of this\n\ntitle. Any municipality that passes an ordinance pursuant to this\n\nsection shall upon adoption of the ordinance provide a copy of the\n\nordinance to the county election board of the county in which the\n\nmunicipality is located.\n\nB. If the ordinance is repealed, elections of the municipality\n\nshall be at a town meeting. The municipality shall provide a copy\n\nof the repealer to the county election board of the county in which\n\nthe municipality is located.
