When a municipality fails to hold a biennial meeting on the\n\nfirst Tuesday of April in an odd-numbered year, the governing body\n\nshall immediately schedule and give notice of a special town meeting\n\nfor the purpose of electing officers. Such notice shall be in\n\naccordance with Section 4 of this act.\n\nB. If the governing body fails or refuses to hold a biennial or\n\nspecial town meeting for the purpose of electing officers, the board\n\nof county commissioners of the county in which the municipality is\n\nlocated shall call a town meeting for the purpose of electing\n\nofficers.
