Stat. tit. 11, § 11-17-215","heading":"Transfer of unexpended or unencumbered appropriation -","body":"Limitations on encumbrances or expenditures.\n\nA. The chief executive officer, or designee, as authorized by\n\nthe governing body, may transfer any unexpended and unencumbered\n\nappropriation or any portion thereof from one department to another\n\nwithin the same fund; except that no appropriation for debt service\n\nor other appropriation required by law or ordinance may be reduced\n\nbelow the minimums required.\n\nB. Any fund balance in an enterprise fund of the municipality\n\nmay be transferred to another fund of the municipality as authorized\n\nby the governing body. Other interfund transfers may be made only\n\nas adopted or amended according to Section 17-206 or 17-216 of this\n\ntitle.\n\nC. Whenever the necessity for maintaining any fund of a\n\nmunicipality has ceased to exist and a balance remains in the fund,\n\nthe governing body may authorize the transfer of the balance to the\n\ngeneral fund or any other designated fund, unless otherwise provided\n\nby law.\n\nD.
