As soon as practicable following each federal census, the\n\nmunicipal governing body shall review the wards and ward boundaries\n\nof the municipality. The governing body shall change the boundaries\n\nor number of wards, if necessary, in the manner provided by this\n\narticle, so that the wards are formed of compact and contiguous\n\nterritory and are substantially equal in population.\n\nB.
