The municipal governing body may enact and enforce such\n\nordinances, rules and regulations as it deems necessary for the\n\nprotection of the public health, not inconsistent with state law;\n\nand may establish and regulate hospitals, and provide for their\n\noperation and support. The governing body may make regulations to\n\nprevent the introduction of contagious diseases into the\n\nmunicipality and may enforce quarantine laws within five (5) miles\n\nof the municipal limits.\n\nB. If the Department of Environmental Quality notifies a\n\nmunicipality in writing that certain vacant property presents an\n\nextraordinary environmental hazard to public health and safety, the\n\nmunicipal governing body is authorized to enact special ordinances\n\nrestricting occupancy and use of the vacant buildings, vacant\n\nstructures or land as necessary to protect against the extraordinary\n\nenvironmental hazard. This includes, but is not limited to, the\n\nauthority to restrict occupancy or use by classes of persons who may\n\nbe especially vulnerable to the environmental hazard.
