A municipal governing body may destroy, sell for salvage or\n\notherwise dispose of the following papers, documents and records\n\nafter the expiration of the specified period of time following the\n\nend of the fiscal year in which the paper, document or record was\n\ncreated, except as otherwise specified:\n\n1. One (1) year: parking citations may be destroyed or\n\notherwise permanently disposed of one (1) year after the date of\n\nissuances;\n\n2. Two (2) years: municipal court warrants, water, sewer,\n\ngarbage and utility receipts and statements, which have been\n\npreviously audited; inspection records relating to water meters and\n\nsewer inspections; miscellaneous petitions and letters addressed to\n\nthe governing body on matters other than pertaining to the items\n\nhereinafter set forth; utility billing ledger or register; utility\n\ncash receipts ledger or register; and utility accounts receivable\n\nledger or register. Fire run contracts may be destroyed or\n\notherwise disposed of two (2) years after their expiration;\n\n3. Five (5) years: successful and unsuccessful bids for the\n\npurchase or furnishing of equipment, material and improvements;\n\ninspection records except as provided for in paragraph 2 of this\n\nsection; claims that have been denied; license applications; bonds;\n\nspecial, primary and general election payrolls; election tabulations\n\nand returns; withholding statements; garnishment records; traffic\n\ntickets and receipts; bond receipts and fine receipts; information\n\nand complaints; court dockets; paid general obligation and revenue\n\nbonds; paid street improvement, sewer and sidewalk district bonds;\n\nwarrants; claims; checks; vouchers; purchase orders; payrolls;\n\n4. Ten (10) years: inventories; appropriation ledgers;\n\nsidewalk assessment records, except payment records; cash receipt\n\nbook or register for the general fund, the street and alley fund,\n\nany bond fund or sinking fund and all other trust funds that have\n\nbeen audited; and\n\n5. Fifteen (15) years: sewer and improvement district records,\n\nexcept payment records.\n\nNone of the above-mentioned records, papers or documents\n\npertaining to pending litigation shall be disposed of until such\n\nlitigation is finally terminated. This section shall not be\n\nconstrued to authorize or allow the destruction of any testing\n\nlaboratory results or the inspection records of public improvements\n\nof a municipality.\n\nB.
