Stat. tit. 11, § 11-22-155","heading":"Submission of question of issuance of revenue","body":"obligations to finance acquisition, purchase or construction of\n\npublic utility to voters.\n\nPrior to and as a condition precedent to issuing revenue\n\nobligations under the Oklahoma Municipal Utility Revenue Bond Act,\n\nthe governing body of a municipality shall submit the question of\n\nissuance of revenue obligations to finance the acquisition, purchase\n\nor construction of a public utility or combination of public\n\nutilities to qualified voters of the municipality at an election if:\n\n1. The type or kind of public utility or utilities to be\n\nfinanced have not heretofore been owned or operated by the\n\nmunicipality or a public trust having the municipality as its\n\nbeneficiary; or\n\n2.
