It is\n\ndeclared that the provision of adequate, reliable and economic\n\nsources of electrical energy is in the public interest; that there\n\nis a need to establish a means by which municipalities and public\n\ntrusts operating municipal electric systems may jointly plan,\n\nfinance, own and operate facilities relating to electrical energy\n\nand acquire fuel and other supplies for the generation of electrical\n\nenergy through the creation of a power authority in order to achieve\n\neconomies and efficiencies not possible for municipalities and\n\npublic trusts acting alone; that the joint planning, financing,\n\nownership and operation of facilities relating to electrical energy,\n\nthe acquisition of fuel and other supplies for the generation of\n\nelectrical energy and the issuance of revenue bonds as provided\n\nherein is for a public use and serves a valid public purpose; and\n\nthat the Legislature finds it necessary and proper to provide a\n\nmethod for municipalities and public trusts operating municipal\n\nelectric systems to jointly plan, finance, develop, own or operate,\n\neither by themselves or with other public agencies, utilities or\n\npersons, facilities appropriate to the present and projected needs\n\nof such municipalities and public trusts for electrical energy.
