The trustees of a municipal energy district authority shall\n\nbe authorized to:\n\n1. Manage and conduct the business and affairs of the\n\nauthority;\n\n2. Make and execute all necessary contracts;\n\n3. Secure funding through sources which may include:\n\na. issuance of notes or bonds,\n\nb. public or private lenders,\n\nc. grants or loans from other governmental entities when\n\nfunds are available, or\n\nd. any other public or private funding source;\n\n4. Make loans directly to willing and consenting property\n\nowners or through a financial institution for the following\n\npurposes:\n\na. to finance the purchase and installation of\n\ndistributed-generation renewable energy sources,\n\nb. to make energy-efficient improvements or retrofits\n\nthat are permanently affixed to residential,\n\ncommercial, or industrial property,\n\nc. to conduct residential and commercial building energy\n\naudits, and\n\nd. to establish financial incentive programs for energy-\n\nefficient improvements; and\n\n5. Make loans or other repayment mechanisms for capital\n\nexpenditures available to implement green community programs and\n\nqualified energy-conservation projects.\n\nB. The trustees of an energy district authority shall\n\ncoordinate with electric utilities that provide electric service\n\nwithin the borders of the municipality on programs offered by the\n\nauthority pursuant to the Oklahoma Municipal Energy Independence\n\nAct.
