The Oklahoma Municipal Energy Independence Act shall apply\n\nto developed property located within the borders of the municipality\n\non which property taxes are paid and on which the owners of the\n\nproperty are current in the payment of the property taxes.\n\nB. The trustees of a municipal energy district authority may\n\nenter into an agreement with a county to collect repayment of any\n\nloan made pursuant to the Oklahoma Municipal Energy Independence Act\n\nupon such terms as may be agreed to by the property owner and the\n\nmunicipal energy district authority.\n\nC. Any loan made pursuant to the Oklahoma Municipal Energy\n\nIndependence Act shall constitute a lien on the property which is\n\nthe subject of the loan only upon the recording of a mortgage\n\ncovering the property in the office of the county clerk. Any\n\nmortgage securing a loan shall be junior and inferior to all\n\npreviously recorded liens or mortgages of any kind. The exclusive\n\nmethod of enforcing a lien for failure to repay any loan made\n\npursuant to the Oklahoma Municipal Energy Independence Act shall be\n\nby judicial or nonjudicial foreclosure as provided by law.\n\nD.
