Stat. tit. 11, § 11-32-102","heading":"General powers of municipality","body":"A municipal governing body may:\n\n1. acquire or construct parking stations within the limits of\n\nthe municipality;\n\n2. own, maintain, and operate parking stations;\n\n3. own and lease parking stations to or cause parking stations\n\nto be maintained and operated by a financially responsible person,\n\nfirm, or corporation; or\n\n4. own and lease to a responsible person, firm, or corporation\n\nwho shall construct, finance, and operate one or more parking\n\nstations.\n\nThe right of the municipality to own, lease, maintain, operate, and\n\ncause to be operated parking facilities and to fix and collect fees\n\nand tolls for the use of said facilities is hereby declared to be a\n\npublic right and use. Said right and facilities shall constitute a\n\npublic benefit.
