Stat. tit. 11, § 11-32-107","heading":"Public hearing on improvement - Notice","body":"Before any contract is let or work is ordered or authorized for\n\nparking station improvements, except the survey and investigation\n\nauthorized in Section 32-106 of this title, the governing body shall\n\nconduct a public hearing on the advisability of the improvement, as\n\nset forth in the resolution establishing the improvement district.\n\nNotice of the hearing shall be given by:\n\n1. Publishing a notice in not less than two (2) issues of a\n\nnewspaper of general circulation in the municipality. The two (2)\n\npublications shall be seven (7) days apart, and the last publication\n\nshall be at least three (3) days before the hearing; and\n\n2. Mailing a postal card, or a copy of the newspaper\n\npublication, to each listed owner of property within the district,\n\nas shown by the current year's tax rolls in the county treasurer's\n\noffice, which mailing shall be not less than ten (10) days before\n\nthe hearing on the improvement.\n\nThe notice by mail and by publication shall contain:\n\n1. The time and place of the hearing;\n\n2. The general nature of the proposed improvements;\n\n3. The estimated or probable cost of the proposed improvements;\n\n4. The extent of the proposed improvement district to be\n\nassessed;\n\n5. The proposed method of assessment; and\n\n6.
