Stat. tit. 11, § 11-32-109","heading":"Protest","body":"The parking station improvement shall not be commenced if,\n\nwithin thirty (30) days after the last publication of the resolution\n\nordering the improvement, written protests have been filed by both:\n\n1. A majority of the record owners of property liable for\n\nassessment within the improvement district; and\n\n2. The record owners of more than one-half the area liable for\n\nassessment in the district.\n\nThe governing body shall be judge of the sufficiency of any protest\n\nand its decision shall be final and conclusive.
