Stat. tit. 11, § 11-32-110","heading":"Petition for improvement - Contents","body":"A petition for any parking station improvement may be filed with\n\nthe municipal clerk. The petition shall be signed by either:\n\n1. A majority of the record owners of property liable for\n\nassessment under the proposal; or\n\n2. The record owners of more than one-half the area liable for\n\nassessment under the proposal.\n\nThe petition shall set forth:\n\n1. The general nature of the proposed improvement;\n\n2. The estimated or probable cost;\n\n3. The extent of the proposed improvement district to be\n\nassessed;\n\n4. The proposed methods of assessment; and\n\n5. The proposed apportionment of cost between the improvement\n\ndistrict and the municipality.\n\nUpon the filing of the petition, the governing body may make\n\nfindings by resolution as to the advisability of the improvement,\n\nthe nature of the improvement, the estimated cost, the boundaries of\n\nthe improvement district, the method of assessment and apportionment\n\nof cost between the improvement district and the municipality, all\n\nas determined by the governing body. Thereupon the governing body\n\nmay proceed without notice and hearing to order the improvement as\n\nprovided in Section 32-108 of this title, except that no protests\n\nshall be received as provided therein.
