Stat. tit. 11, § 11-32-111","heading":"Rules applicable to a petition for improvement","body":"For the purposes of a petition for parking station improvement,\n\nthe following shall apply:\n\n1. After any petition has been signed by an owner of land in\n\nthe improvement district, any change in ownership of the land shall\n\nnot affect the petition;\n\n2. If any of the owners of lands within the improvement\n\ndistrict are tenants in common or joint tenants, each cotenant or\n\njoint tenant shall be considered a landowner to the extent of his\n\nundivided interest in said land;\n\n3. The owner of a life estate shall be deemed the sole\n\nlandowner;\n\n4. Guardians of minors or insane persons may petition for their\n\nwards when authorized by the probate court to do so; and\n\n5.
