If the governing body or bodies of any governmental unit or\n\nunits shall determine that the power to provide, establish, conduct\n\nand maintain such recreation centers, facilities and playgrounds\n\nshall be exercised by a board or commission acting through a public\n\nrecreation department, the governing body or bodies shall, by\n\nresolution or ordinance, singly or jointly, establish in the\n\ngovernmental unit or units a public recreation board which shall\n\npossess all the powers necessary to the carrying out of the\n\nprovisions of this subarticle, and the planning and providing of a\n\ncomprehensive program of public recreation. However, the financial\n\nand fiscal affairs of the board or commission and the public\n\nrecreation program shall be under the supervision and control of the\n\ngoverning body or bodies of the governmental unit or units.\n\nB. If a public recreation board or commission is established,\n\nit shall consist of not less than five (5) persons serving without\n\npay, to be appointed jointly by a majority of the members of the\n\ngoverning body or bodies of the governmental unit or units. The\n\nterm of office of each of the members of the board or commission\n\nshall be fixed by the governing body or bodies or the governmental\n\nunit or units; however all terms shall not expire at the same time.\n\nImmediately after their appointment, the members of the board or\n\ncommission shall meet and organize by electing one of their members\n\nchairman, and such other offices as the board may deem necessary.\n\nThe board or commission shall elect officers annually and may\n\nappoint permanent or temporary committees, who may or may not be\n\nmembers of the board or governing body, to advise and assist it in\n\nthe conduct of its affairs.
