Stat. tit. 11, § 11-33-107","heading":"Public recreation board or commission - Functions -","body":"Superintendent.\n\nIf a public recreation board or commission shall be established,\n\nit shall discharge its functions through a public recreation\n\ndepartment, as provided in Section 33-106 of this title, shall make\n\nannual reports, shall adopt rules and regulations and establish\n\ngeneral policies for the conduct of its business and for the\n\noperation of public recreational activities and services. It shall\n\nmake an annual report to the governing body or bodies and such\n\nspecial reports as may be requested in writing by the governing body\n\nor any of the governing bodies; provided that a copy of all reports\n\nshall be furnished to each governing body if there be more than one.\n\nThe public recreation board or commission, in order to carry out the\n\nprovisions of this subarticle, shall recommend a superintendent of\n\nrecreation, not of its own membership or of the membership of the\n\ngoverning body or bodies, who is trained in public recreation and\n\nwho shall be responsible for formulating the recreational program\n\nand community organization for recreation and who shall be the\n\nadministrative head of the public recreation department. The\n\nsuperintendent shall be secretary of the public recreation board or\n\ncommission, but shall have no vote. The superintendent shall:\n\n1. Suggest and participate in planning public recreation and\n\ndeciding upon matters of policy adopted by the board or commission;\n\n2. Recommend appointment of trained personnel within the\n\nbudgetary limits of the department;\n\n3. Be in charge of all employees, and make all contracts and\n\nexpenditures subject to the policies, rules and regulations of the\n\nboard or commission;\n\n4. Direct and be responsible for the work performed;\n\n5. Make an annual report to the board or commission and such\n\nspecial reports as may be requested in writing by the board or\n\ncommission; and\n\n6. Prepare annually a budget for the operation of the\n\nrecreation program for the succeeding fiscal year.\n\nSalaries of all employees, including that of the superintendent,\n\nshall be determined by the board or commission. When the recreation\n\nprogram budget has been approved by the board or commission, it\n\nshall be presented to the governing body or bodies for approval.
