A municipal police officer shall at all times have the power\n\nto make or order an arrest for any offense against the laws of this\n\nstate or the ordinances of the municipality. The officer shall have\n\nsuch other powers, duties and functions as may be prescribed by law\n\nor ordinance.\n\nB. In addition to regular full-time municipal police officers,\n\nreserve municipal police officers may also be appointed by the chief\n\nof police. Reserve municipal police officers shall have the powers,\n\nduties and functions as set forth in law or ordinance for regular\n\nfull-time municipal police officers, including serving as police\n\nofficers in another municipality requesting assistance pursuant to\n\nSection 34-103 of this title. A reserve municipal police officer\n\nshall serve on a part-time basis and shall perform duties only while\n\non authorized duty. Noncompensated reserve municipal police\n\nofficers may serve as dispatchers or confinement officers at\n\nmunicipal jails.
