Stat. tit. 11, § 11-36-101","heading":"Powers of municipalities","body":"The title to streets, roads and public ways within the limits of\n\na municipality which have been dedicated and accepted by the\n\nmunicipal governing body is held by the municipality in trust for\n\npublic use and enjoyment.\n\nA municipal governing body may, in the manner provided by law:\n\n1. Regulate and control the use of streets, roads and other\n\npublic ways within the limits of the municipality;\n\n2. Authorize the execution of any and all contracts, easements\n\nand permits for the use of roads, streets, and other public ways as\n\nthe governing body deems to be in the public interest;\n\n3. Establish and change the grade of any street, avenue, lane,\n\nalley or other place;\n\n4. Open, straighten, widen, extend or improve any street,\n\navenue, lane, alley or other place by grading, paving, constructing,\n\nmacadamizing, chatting or graveling, curbing, guttering, draining or\n\notherwise improving the same;\n\n5. Install necessary manholes, catch basins, culverts, inlets\n\nand drainage pipes, sewers with necessary connections thereto for\n\nthe purpose of providing for the adequate disposition of surface\n\nwater falling on such improvements or carried thereon;\n\n6. Construct, reconstruct, raise, lower, widen or repair\n\nsidewalks;\n\n7. Authorize and regulate tunnels, walkways and other\n\nstructures for public travel under and above public streets and\n\nroads; or\n\n8.
