Stat. tit. 11, § 11-36-109","heading":"Ordinances and rules for making assessments for","body":"improvements - Expense of connections.\n\nWhen a petition for improvement is presented, or when the\n\nmunicipal governing body shall have determined to pave or otherwise\n\nimprove any street, avenue, lane, alley or other public place, and\n\nshall have passed the required resolution, the governing body shall\n\nthen have the power to:\n\n1. Enact all ordinances, and to establish all rules and\n\nregulations as may be necessary to require the owners of all\n\nproperty subject to assessment to pay the cost of such improvement;\n\nor\n\n2.
