The owners of more than one-half, in area, of the land\n\nliable to assessment for any improvement may petition the municipal\n\ngoverning body for the improvement of any street, alley, lane or\n\navenue, or part thereof, not less than one block in length. The\n\npetition shall be filed with the municipal clerk. The petition\n\nshall state in bold, capitalized letters at the top of the page that\n\nthe cost of the proposed improvements shall be assessed against the\n\nproperty benefited by the improvements. The petition shall:\n\n1. Describe the character of the improvement desired and the\n\nwidth of the improvement;\n\n2. Indicate the materials preferred by the petitioners for the\n\nimprovement; and\n\n3. Show that the petitioners are the record owners of the land\n\nliable to assessment.\n\nB. The governing body shall determine the sufficiency of the\n\npetition and its finding shall be conclusive and binding for all\n\npurposes and against all persons. The governing body may conduct\n\nhearings on the sufficiency of the petition and compel the\n\nattendance of witnesses under oath. No action or suit to question\n\nthe findings of the governing body on the sufficiency of the\n\npetition may be commenced later than fifteen (15) days after such\n\nfinding.\n\nC.
