Stat. tit. 11, § 11-36-204","heading":"Examination and approval of plans - Resolution of","body":"necessity.\n\nUpon the filing of the plans, assessment plat, and preliminary\n\nestimate of the cost of the improvements with the clerk, the\n\ngoverning body shall examine them and, if found satisfactory, shall\n\nadopt and approve them by resolution, and declare such work of\n\nimprovement necessary to be done. The resolution shall:\n\n1. Contain the time and place that the governing body will hold\n\na hearing on the proposed improvement; and\n\n2. Direct the municipal clerk to give notice as required in\n\nSection 36-205 of this title.\n\nThe resolution shall further provide that:\n\n1. Any person, firm, corporation, administrator or guardian\n\nholding title to the lands liable to assessment may file, within\n\nfifteen (15) days after the last publication of notice, with the\n\nclerk a protest in writing against the improvement of the street,\n\navenue, lane, alley or public place, or part thereof; and\n\n2.
