After the approval of the final statement of cost and the\n\nroster designating the property in the improvement district, the\n\ngoverning body by resolution shall appoint a board of appraisers to\n\nappraise and apportion the benefits to the several lots and tracts\n\nof land described in the roster. The board of appraisers shall\n\nconsist of three (3) disinterested freeholders of the municipality\n\nwho are not owners of property to be assessed for the improvement.\n\nB. The appraisers shall take and subscribe an oath to make a\n\ntrue and impartial appraisement and apportionment. The appraisers\n\nmay be paid for their services. The act of a majority of the\n\nappraisers shall have like force and effect as the act of all.\n\nC. Within five (5) days after being notified of their\n\nappointment, the appraisers shall proceed to appraise and apportion\n\nthe benefits to such lots and tracts of land as have been designated\n\nby the governing body. The cost of the improvement shall be\n\napportioned among the lots and subdivisions of each quarter block,\n\nas provided in Section 36-213 of this title, according to the\n\nownership thereof as it appears on the roster and according to the\n\nbenefits to be assessed to each lot or parcel. The appraisers shall\n\nprepare and file an assessment roll containing the amount of the\n\napportionment and assessment of each tract or parcel of land listed\n\non the roster with the municipal clerk within ten (10) days after\n\nbeing notified of their appointment.\n\nD.
