Stat. tit. 11, § 11-37-209","heading":"District sewer or water lines without petition -","body":"Preliminary plans and costs.\n\nWhenever the governing body deems district sewers or district\n\nwater distribution lines necessary, it may proceed with such work\n\nwithout petition, and shall require, by resolution, the municipal\n\nengineer, or other registered professional engineer, to prepare and\n\nfile preliminary plans, showing a preliminary estimate of the cost\n\nof such improvement, and an assessment plat showing the area to be\n\nassessed. In the event noncontiguous areas are included in the same\n\ndistrict, separate preliminary estimates shall be filed as to each\n\narea.
