Stat. tit. 11, § 11-37-218","heading":"Awarding of contract - Aggregate cost","body":"At the time and place named in the notice for proposals to\n\ncontractors, the municipal governing body shall examine all bids\n\nreceived. Without unnecessary delay, the governing body shall award\n\nthe contract to the lowest and best bidder. Contractors' bids shall\n\nnot be held valid longer than forty-five (45) days after the\n\ndeadline for filing the proposals with the municipality. The\n\naggregate amount of the contract shall not exceed the aggregate\n\nestimate of cost submitted by the engineer. The governing body\n\nshall have the right to award a contract for all or a portion of the\n\nimprovement or to reject any or all bids, and to readvertise for\n\nother bids when any bids are not, in its judgment, satisfactory.
