Stat. tit. 11, § 11-38-102","heading":"Declarations and findings","body":"It is hereby found and declared that there exists in certain\n\nmunicipalities blighted areas as herein defined which constitute a\n\nserious and growing menace, injurious and inimical to the public\n\nhealth, safety, morals and welfare of the residents of said\n\nmunicipalities; that the existence of such areas contributes an\n\neconomic and social liability imposing onerous burdens which\n\ndecrease the tax base and reduce tax revenues, substantially impairs\n\nor arrests sound urban growth, retards sound economic development,\n\naggravates traffic problems and substantially impairs or arrests the\n\nelimination of traffic hazards and the improvement of traffic\n\nfacilities; and that the prevention and elimination of blight is a\n\nmatter of state policy and state concern; that the state and such\n\nmunicipalities shall not continue to be endangered by areas which\n\nare focal centers of disease, promote juvenile delinquency, and\n\nconsume an excessive proportion of its revenue because of extra\n\nservices required for police, fire, accident, hospitalization and\n\nother forms of public protection, services and facilities; that by\n\nsuch prevention and elimination, property values will be stabilized\n\nand tax burdens more equitably distributed, and the financial and\n\ncapital resources of the state will be strengthened; that this\n\nmenace can best be remedied by cooperative participation of private\n\nenterprise, municipal governing bodies and public agencies.\n\nIt is further found and declared that certain blighted areas, or\n\nportions thereof, may require acquisition, clearance, and\n\ndisposition subject to use restrictions, as provided in this\n\narticle, since the prevailing conditions of decay may make\n\nimpracticable the reclamation of the area by conservation or\n\nrehabilitation; that the conditions and evils hereinbefore\n\nenumerated may be eliminated, remedied or prevented; that the\n\nsalvable blighted areas can be conserved and rehabilitated through\n\nappropriate public action as herein authorized, and the cooperation\n\nand voluntary action of the owners and tenants of property in such\n\narea.\n\nIt is further found and declared that the powers conferred by\n\nthis article are for public uses and purposes for which public money\n\nmay be expended and the power of eminent domain and police power\n\nexercised; and it is hereby declared that it is a matter of\n\nlegislative determination that the provisions of this article are\n\nenacted in the public interest.","path":["OK Code","Title 11"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os11.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"6df1fef6c87901170583618f424b7504d611b051e94f909fc6a3432bd1233c00","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-11-11-38-101","next":"us-ok/okla.-stat.-tit.-11-11-38-103"},"notice":"GroundRules: Original legal text.
